Call for Contract Services for Western States Power Corporation

Work Defined: Program Management:

Job Scope:

  • Complete scheduled as well as non-routine cyclical tasks for WSPC, which would include the review and evaluation of Federal-agency expenses, construction projects, repayment, and the review/analysis of budget documents.

  • Assist in financial impact assessments of alternative plans related to Federal business decisions.

  • Analyze forecasted data for discrepancies, anomalies, monthly trends, repayment and cash-flow impacts, and other related needs.

  • As necessary, prepare and present analyses to WSPC's General Manager, and if required, the Board of Directors and Federal agencies.

Reports to: The contractor will receive general direction and guidance from the WSPC General Manager.

Location: Not Specific to work assignments. Work can be performed at contractor's place of business

Contract Fees: Negotiable, depending on contractor qualifications, experience, and amount of direction required from General Manager.

Note: This vacancy is not a position within Tri-State but is for Western States Power Corporation who provides services to Tri-State.

Job Requirements

JOB REQUIREMENTS/SPECIFICATIONS

Experience:

A minimum of seven (7) years of progressive experience working with budgeting, business planning, auditing, financial analysis, construction analysis, or related field.

Other Requirements:

  • Sound, working knowledge of the operations of electric utilities, powerplants, and transmission systems.

  • Educational background, training, or certification in accounting, finance, economics, engineering, or equivalent qualifications that would permit the contractor to competently perform the expected tasks.

  • Understanding of the Federal power-marketing and generating agencies, specifically the Western Area Power Administration, the Bureau of Reclamation, and the Army Corps of Engineers.

  • Extensive and demonstrated knowledge of software tools, particularly Microsoft Excel, Word, PowerPoint and other commonly used analytical software.

  • Flexibility, as necessary, to meet schedules and attend meetings of members and agencies.

  • Availability to travel, as required (travel estimated at approximately 10%).

  • Strong knowledge of Federal power programs, electric cooperatives, and public-power organizations.

  • Strong analytical skills and critical-thinking ability. Research ability is essential.

  • The ability to:

  • perform detailed work with a high degree of accuracy in a timely manner.

  • communicate effectively, both verbally and in writing.

  • work with people of diverse professions, backgrounds, and educational levels, and the ability to develop long-term working relationships.

  • act for the General Manager for brief periods during his absence.

  • maintain confidentiality.

  • work independently, and, after gaining an understanding of requirements, with minimal direction.

Company Description: The Western States Power Corporation (WSPC) was formed in April 1995 as a not-for-profit corporation to investigate opportunities related to the planning and administration of Federal hydroelectric generation and transmission facilities. It has provided assistance in the review and funding of construction projects necessary to keep the Federal systems operable and reliable.

Since 1997, WSPC has provided funds for timely replacements and repairs to Federal facilities, and has worked on key planning activities to assess priorities, achieve better efficiencies and stabilize rates. The organization is comprised of 23 not-for-profit utilities encompassing 10 different states and governed by a Board of Directors comprised of representatives of each of the members. Collectively, the members provide funding to the agencies, as needed, in years when Federal appropriations are insufficient.
