Job Description:

This is a professional position responsible for the complete physical layout, civil/structural analysis, and detailed design of high voltage electrical transmission lines utilizing PLS-CADD. Assignments will include the coordination and development of calculations, construction drawings, contracts, technical specifications, and design standards, as well as the implementation of these assignments toward for the construction of transmission line facilities. The successful candidate will possess an extensive and considerable understanding of engineering principles and practices, and the ability to apply that knowledge and experience to all aspects of the projects including scope, budget, schedule, customer service, risk analysis, and construction.

Note:

There is one position available and the position will be filled at one of four job grade levels: Transmission Line Engineer I, job grade 7; Transmission Line Engineer II, job grade 8, Transmission Line Engineer III, job grade 9; or Senior Transmission Line Engineer, job grade 10. This decision will be based on the qualifications and experience of the candidate selected, and Tri-State business needs at the time of hire.

Hiring Salary Range: $110,000-151,000

Transmission Line Engineer III

Hiring Salary Range: $100,000-$135,000

Transmission Line Engineer II

Hiring Salary Range: $86,000-$116,000

Transmission Line Engineer I

Hiring Salary Range: $78,000-$105,000

Actual compensation offer to candidate may vary outside of the posted hiring salary range based upon work experience, education, and/or skill level.

Responsibilities:

  • Perform/Coordinate civil/structural engineering analyses and detailed design for Transmission Line facilities.

  • Write/Develop/Coordinate construction contracts, material/design standards, and technical specifications.

  • Develop/Coordinate drawing packages for bidding, construction, and record purposes.

  • Lead/coordinate construction activities with technical support, creative solutions, and timely review of monthly billing and/or change order requests.

  • Self-motivated and capable of working independently, or in a design team, toward the timely completion of assigned projects.

  • Effective verbal and written communication including technical writing skills.

  • Develop/Communicate/Coordinate project scope, budget, and schedules.

  • Establish civil/structural design requirements for Transmission Line facilities.

  • Conduct/Coordinate design review meetings for assigned projects.

  • Provide guidance on the selection of consulting firms and coordinate/review/approve their design activities.

  • Provide guidance on the selection of construction contractors.

  • Serve as contact with field crews and project management on very complex and state of the art projects.

  • Assist in the preparation and administration of the annual budget.

  • Develop/Innovate tools for engineering design (i.e. calculations, spreadsheets, computer programs, etc.).

  • Prepare property records, reports, and special projects, as required.

  • Leverage your talents in the direction of work for others, as required.

  • Assist with training of personnel.

  • Adhere to and demonstrate compliance with appropriate electric utility industry regulatory requirements. Attain knowledge and remain knowledgeable of development in regulations, laws, standards and best practices applicable to the functional area including, but not limited to, Standards of Conduct, Environmental, Employment Law, NERC Reliability Standards and Safety. Must be familiar with, and comply with, all aspects of Corporate Policy C-54, Compliance.

Qualifications:

Education and Training

  • Bachelor's degree in Civil or Structural Engineering or other similarly related engineering discipline.

Knowledge, Skills, and Ability:

  • Extensive knowledge of RUS and NESC design criteria for 69kV through 345 kV.

  • Extensive knowledge of engineering principles and practices relating to civil/structural engineering, including computer program applications.

  • Significant and substantial knowledge of field techniques for constructing Transmission Lines, including a working understanding of the equipment and their uses.

  • Working knowledge of government regulations and industry standards affecting electric utilities.

  • Extensive knowledge of interconnected system operations and maintenance.

  • Extensive knowledge of surveying techniques, practices, and procedures

  • Ability to communicate effectively, both verbal and written.

  • Extensive knowledge of safety policies and procedures.

  • Ability to maintain effective working relationships.

  • Mastery of PLS-CADD and L-Pile (or equivalent software) for line design and analysis and the ability to train others in the use of these tools.

  • Ability to direct the work of others.

  • Significant knowledge and an ability to work with, and learn from, the following disciplines: Substation design, Surveying, Lands, Environmental, Maintenance, Operations, and the Power Plants.

Experience:

  • Eight (8) years of progressive experience in Transmission Line design, Civil/Structural design, and/or construction management of electric utility related projects. Comparable experience in other industries will be evaluated.

  • Those with less experience will be hired at the Transmission Line Engineer I, II, or III job grade level, as appropriate.

Other:

  • Registration as a Professional Engineer in Colorado or eligible for Colorado Registration by reciprocity.

  • Willingness to travel as required. (Must possess a valid driver’s license.)

  • Must be able to demonstrate that he/she can perform all of the essential functions of the position.

DESIRED JOB QUALIFICATIONS

  • Project Management experience and/or Registration as a Project Management Professional through Project Management Institute.

  • Construction, Maintenance, and or Operational experience in the electric utility industry.

  • An active role in professional and/or industry organizations (i.e. AISC, ASCE, ASTM, NESC, RUS, etc.).

  • A practical understanding of electrical theory including protection and control, SCADA, and communications.

  • Proficiency with the AutoCAD suite of Software.
