Brief Posting Description
Manages resource planning activities including analysis of future needs, evaluation of proposed new generating and demand-side resources, evaluation of emerging technologies, long term power contracts, and renewable resources. Manages staff including planning and executing projects to support overall group and corporate objectives. Develops and maintains the corporate Integrated Resource Plan (IRP), as required under Tri-State contracts with Western Area Power Administration, and for the Electric Resource Plan (ERP), as required under Colorado law, and is responsible for the management of related public process and for participation in regulatory proceedings as appropriate. Develops and maintains Energy Management's contribution to corporate budgets and short and long range financial forecasts, accomplished through production cost modeling of Tri-State resources.
The job grade for this position is NB25.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
Manage staff including planning and executing projects to support overall group and corporate objectives.
Develop and maintain the corporate IRP/ERP related public processes, and associated updates, as well as represents Tri-State in related regulatory hearings and information meetings as required.
Responsible for resource acquisition portfolio modeling associated with IRP/ERP processes.
Responsible for timely and concise communication of the results of complex modeling and simulations related to overall power system economic optimization and analyses.
Manage risk analytical modeling and reporting associated with applicable functional areas.
Analyze and evaluate long term power purchase agreements
Represent Tri-State on external committees, in dealings with other utilities, regulatory agencies and industry related organizations involving power marketing, energy applications, or energy commodity forecasting issues as required or assigned.
Prepare reports and special projects, as requested.
Adhere to and demonstrate compliance with appropriate electric utility industry regulatory requirements. Attain knowledge and remain knowledgeable of development in regulations, laws, standards and best practices applicable to the functional area including, but not limited to, Standards of Conduct, Environmental, Employment Law, NERC Reliability Standards and Safety. Must be familiar with, and comply with, all aspects of Corporate Policy C-54, which describes corporate regulatory compliance responsibilities.

REQUIRED JOB QUALIFICATIONS
Education and Training:
- Bachelor of Science degree in Engineering, Mathematics, Economics, Business, or equivalent experience gained through progressively greater responsibilities.
Knowledge, Skills, and Ability:
Extensive knowledge of current technology and trends affecting information and energy system operations and, financial and risk systems development, including related analytical tools, simulation models, hedging strategies, price forecasting and evaluation metrics.
Extensive knowledge of electric power system operations and natural gas fundamentals and a thorough understanding of market dynamics.
Ability to communicate effectively both orally and in writing to technical, user personnel, and management.
Working knowledge of Microsoft Office products.
Working knowledge of production cost modeling tools and methods.
Ability to maintain effective working relationships, both internally and externally with other utilities, consultants, industry organizations and regulatory agencies.
Ten (10) years of related experience with an electric or gas utility preferably involving resource planning, energy markets, market applications development or commodity price forecasting.
Prior resource planning experience with regulatory utility proceedings, preferred including integrated resource plan preparation and experience interacting with regulatory bodies.
Willingness to travel as required. (Must possess a valid driver's license.)
