Job Description:

Maintain expertise, train personnel and lead through example the responsibilities of Tri-State Resource Dispatch and Trading. Responsible for being proficient in real time operations, including real time marketing and resource dispatch and for real time scheduling, balancing and monitoring of Tri-State's system to ensure that adequate resources are available to meet all Tri-State load obligations, including spinning and non-spinning reserve requirements, within the operational parameters set forth by the regulations, reliability standards and business practices established by the Federal Energy Regulatory Commission (FERC), North American Electric Reliability Corporation (NERC), Regional Reliability Organizations (RRO) and the North American Energy Standards Board (NAESB).

Note : There is one position available, and the position will be filled at either the Resource Dispatch and Trading Trainee (job grade 7), Resource Dispatch and Trading Specialist (job grade 8) or Senior Resource Dispatch and Trading Specialist (job grade 10). This decision will be based on the qualifications and experience of the candidate selected, and Tri-State business needs at the time of hire.

Senior Resource Dispatch and Trading Specialist

Hiring Salary Range: $110,000-$150,000

Resource Dispatch and Trading Specialist

Hiring Salary Range: $86,000-$116,000

Resource Dispatch and Trading Trainee

Hiring Salary Range: $78,000-$105,000

Actual compensation offer to candidate may vary outside of the posted hiring range based upon work experience, education, and/or skilled level.

Responsibilities:

Senior Resource Dispatcher

  • Responsible for successful task qualification of Resource Dispatch and Trading's training program, including OJT Coaching coursework, regardless of external work experience in role placement.

  • Serve as a subject matter expert for all RDT Specialist responsibilities through continued education as business needs change.

  • Deliver Resource Dispatch and Trading training program coursework and provide on-the-job coaching to RDT Specialist roles, provide feedback to improve and ensure currency of training program documentation.

  • Assist in coordinating and developing new training coursework across RDT staff as subject matter expert.

  • Responsible for conducting task qualification evaluations for RDT Specialist roles and ensure consistency in job task proficiency.

  • Provide cultural leadership across RDT staff; communicate and direct operational questions to applicable subject matter experts as appropriate to ensure expedience in addressing staff concerns.

Combined Responsibilities

  • Perform hourly and intra-hour load forecasting and balancing, and maintain awareness of resource adequacy to ensure reliable and economic planning of Tri-State assets.

  • Coordinate preparation and rebalancing of intra-hour resource and load performance deviations, during both normal and emergency conditions.

  • Responsible for supporting reliable grid operation during operating emergencies, contingencies, and other BES reliability activities, in accordance with industry standards.

  • Communicate and coordinate emergency response duties with relevant entities, both internally and externally, in accordance with regulatory, contractual and policy standards.

  • Coordinate with generating plant personnel the scheduling of unexpected maintenance and contingencies.

  • Coordinate start up, shut down and dispatch of all managed resources with consideration to contractual, economic, and reliability obligations during both normal and emergency operations.

  • Monitor and coordinate generator reactive output with required entities.

  • Continuously monitor resource status, and ensure required communication occurs with respect to all regulatory, contractual and policy obligations.

  • Maintain proficient understanding of all software, tools and associated data flow utilized in real-time operations, such as Supervisory Control and Data Acquisition (SCADA), market interface portals, and energy accounting products.

  • Continuously monitor and communicate generator unit status to all required entities, internal and external, and within time horizons.

  • Utilize the knowledge of transmission paths and costs to make balancing decisions and assist RDT marketing role on where to buy and sink power.

  • Initiate coordination of work duties with RDT marketing role when dispatch and reliability responsibilities conflict with economic considerations.

  • Responsible for monitoring and reporting issues related to software, tools and data flow that impact real-time operations; Maintain willingness to troubleshoot in coordination with support staff until fixes or workarounds are identified.

  • Responsible for economic commitment of Tri-State assets managed by Energy Markets while maintaining compliance with industry standards.

  • Develop and maintain knowledge of generating resources, interconnected transmission, interstate gas pipelines, and load characteristics related to the footprint in which Tri-State operates, both physical and financial.

  • Maintain a short-term perspective of market composition, including pricing, product availability, product deliverability, and other market indicators, both regionally and inter-regional.

  • Responsible for prospecting economic opportunities to enhance operational margins in all approved market formats in accordance with Tri-State's Energy Risk Management Policy.

  • Responsible for negotiating, confirming, and managing hourly commodity transactions with approved counterparties, within approved authority matrices in accordance with Tri-State's Energy Risk Management Policy.

  • Responsible for validation, revision, and feedback related to Energy Markets resource planning, and provide quality and strategic feedback as prudent.

  • Ensure commitments associated with Tri-State's participation in all market formats are performed accurately and communicated to appropriate stakeholders within required time horizons.

  • Responsible for economic procurement and commitment of natural gas within Tri-State's natural gas portfolio with consideration to power market composition and pipeline tariffs.

  • Responsible for complying with data security and sharing of sensitive and/or competitive information relating to Tri-State and its counterparties, as required.

  • Responsible for ensuring all relevant operating information is communicated accurately to appropriate entities, as required and within time horizons, across multiple communication technologies.

  • Accountable for professional, three-part internal and external communication during emergency operations, in accordance with regulatory standards.

  • Responsible for logging all required operating information, issues and irregularities encountered during the shift as source of compliance evidence and to assist internal initiatives.

  • Responsible for economic planning related to responding in operating emergencies, contingencies, and other BES reliability activities, in accordance with industry standards,

  • Responsible for accounting and performance monitoring of managed assets, ensuring adequacy of load-serving resources, operating reserves, natural gas flow, etc., and to assess deliverability of these products as required.

  • Responsible for guided self-study of coursework to maintain NERC System Operator certification.

  • Required to complete jot task qualification for occupied role, as well as seek continued training related to RDT Specialist roles that carry additional work responsibilities.

  • Must be willing to assume responsibilities for RDT Specialist roles that carry additional work responsibility upon completion of applicable job task qualification.

  • Maintain compliance with all company policies and procedures and attain knowledge and remain knowledgeable of regulations, laws, standards, and best practices applicable to functional area.

  • Because Tri-State has an obligation to provide continuous, reliable electric service to its customers, the ability to work overtime at any time of the day or week is considered an essential function of the job.

OTHER DUTIES/RESPONSIBILITIES

  • Perform additional duties resulting from workflow changes due to the evolution of Resource Dispatch and Trading that are not specifically outlined in the job description, policies, programs, procedures or guidelines.

  • Perform other related duties as assigned.

  • Must complete annual required Learning Management System (LMS) coursework, particularly Standards of Conduct (SOC) and Critical Infrastructure Protection (CIP).

  • Must read, agree and execute acknowledgement of Tri-State's Risk Management Program and Energy Markets Code of Conduct along with adhering to other applicable policies, programs, guidelines or procedures that ensure compliance.

  • Coach and demonstrate job responsibilities as part of on-the-job training of RDT Specialists.

  • Lead by example to preserve the consistency and quality of job performance in Energy Markets.

  • Transcribe workflow actions, including the use of tools and technologies, into relevant procedures, references and job task documentation.

Assist RDT management and support staff in department projects as assigned.

Qualifications:

Education and Training

  • Bachelor's degree in Business, Economics, Engineering, Finance or other related discipline or an equivalent combination of work experience and/or education.

  • Completion of Tri-State's Resource Dispatch and Trading training program unless there is qualified experience.

  • NERC certification, preferably Balancing and Interchange or Balancing, Interchange and Transmission; must maintain NERC certification to perform the position requirements through approved continuing educations hours (CEHs).

Knowledge, Skills, and Ability:

  • Proficient analytical, quantitative, and economic evaluation skills as well as creative problem solving skills.

  • Advanced technical skills in the application of Supervisory Control and Data Acquisition (SCADA), Automatic Generation Control, data transfer technologies, and reactive power.

  • Expert working knowledge of database and spreadsheet software applications; adapt experience to industry specific software.

  • Must be able to remain calm in stressful conditions and quickly make complex, critical decisions.

  • Ability to perform under considerable stress induced by deadlines, emergency situations and a rotating work schedule.

  • Excellent verbal and written interpersonal communication skills.

  • Must have ability to develop highly credible and effective relationships with counterparties.

  • Must be flexible, inquisitive and able to thoroughly understand the electric market dynamics.

  • Ability to oversee and coordinate complex projects and complete in a timely manner.

  • Attention to detailed required.

Experience:

  • Completion of Resource Dispatch and Trading Training Program, including OJT Coaching coursework, demonstration of group leadership and four (4) years in Tri-State's Resource Dispatch and Trading group, or an equivalent level of related commodity trading and resource dispatch experience, preferably in the electric utility industry.

Other:

  • The hours of work are structured as rotating shifts covering 24 hours/day and 7 days/week, every day of the year, and are subject to change at any time. Employees are subject to overtime work any time of the day or week. The employee must be able to adapt to revised schedules and manage changes in methods and priorities of work.

  • Willingness to complete Tri-State Resource Dispatch and Trading Program if experience is outside of Tri-State.

  • Willingness to travel as required (Must possess a valid driver's license.)

  • Must be able to demonstrate that he/she can perform all of the essential functions of the position.

DESIRED JOB QUALIFICATIONS

  • Knowledge of electric power and natural gas fundamentals including basic understanding of risk management.

Note : The above requirements describe the experience and education qualifications for the Senior Resource Dispatch and Trading Specialist. Those with less experience will be hired at the Resource Dispatch and Trading Trainee or Specialist grade level.
