Job Description:

Responsible for supporting Resource Dispatch and Trading (RDT) operations by integrating resource assets, physical or contractual, conducting economic analysis of pre and post real time activities in order to demonstrate effective resource optimization that produces the best reliable, economic outcome, and assist with RDT training. Develop knowledge of the responsibilities and workflow of the Resource Dispatch and Trading Specialist’s two functions, Resource Dispatcher and Real Time Marketer. Interface with multiple disciplinary groups within Tri-State and numerous counterparty organizations. Troubleshoot real time issues and communicate effective solutions to appropriate personnel and departments.

NOTE : There is one position available, and this position will be filled at either the Resource Dispatch Analyst I, grade level 6, Resource Dispatch Analyst II, grade level 7, Resource Dispatch Analyst III, grade level 9 or Senior Resource Dispatch Analyst, grade level 10. This decision will be based on the qualifications and experience of the selected candidate and Tri-State business needs at the time of hire.

Senior Resource Dispatch Analyst

Hiring Salary Range: $110,000-$150,000

Resource Dispatch Analyst III

Hiring Salary Range: $100,000-$135,000

Resource Dispatch Analyst II

Hiring Salary Range: $78,000-$105,000

Resource Dispatch Analyst I

Hiring Salary Range: $71,000-$95,000

Actual compensation offer to candidate may vary outside of the posted hiring range based upon work experience, education, and/or skill level.

Responsibilities:

  • Develop knowledge of the responsibilities and workflow of the Resource Dispatch and Trading Specialist’s two operational functions, Resource Dispatcher and Real Time Marketer, in order to support real time processes, troubleshoot real time issues and communicate effective solutions.

  • Support RDT’s transition and organizational development for an organized market.

  • Execute corporate goals requiring the aptitude to solicit and maintain participation from internal and external project contributors.

  • Assist with and/or implement the integration of new resources, physical or contractual, into real time by coordinating with applicable internal departments and external counterparties.

  • Coordinate and develop necessary documentation, as well as conduct training that supports Real Time’s capacity to seamlessly make economic and load serving decisions.

  • Analyze utilization of existing and potential contractual rights under numerous bilateral agreements.

  • Interface with multiple disciplinary groups within Tri-State and numerous counterparty organizations, particularly Generation, Energy Management System (EMS), System Operations, Power System Planning and Telecommunications.

  • Provide evidence of Resource Dispatch and Trading’s compliance with North American Energy Standard’s Board (NAESB), North American Electric Reliability (NERC) and Regional Reliability Organization (RRO) Reliability Standards and Business Practices and participate in necessary Resource Dispatch and Trading Mitigation Plans as directed by the Energy Markets – Market Training and Compliance Coordinator.

  • Because Tri-State is an electric utility with continuous service obligations to its customers, regular, reliable, and predictable performance of the essential functions and responsibilities is an essential function of the job.

  • Because Tri-State has an obligation to provide continuous, reliable electric service to its customers, the ability to work overtime at any time of the day or week is considered an essential function of the job.

OTHER DUTIES AND RESPONSIBILITIES

  • Perform other related duties as assigned

  • Must complete required Learning Management System (LMS) coursework as assigned, particularly Standards of Conduct (SOC) and Critical Infrastructure Protection (CIP).

  • Must read, agree and execute acknowledgement of Tri-State’s Risk Management Program and Energy Markets Code of Conduct along with adhering to other applicable policies, programs, guidelines or procedures that ensure compliance.

Qualifications:

Education and Training

  • Bachelor's degree in Business, Economics, Finance or other related discipline or an equivalent combination of experience and/or education.

Knowledge, Skills, and Ability:

  • Knowledge of electric power and natural gas fundamentals including basic understanding of risk management.

  • Working knowledge of database and spreadsheet software applications.

  • Analytical capabilities with attention to detail.

  • Independent learner with curiosity about energy market dynamics.

  • Ability to communicate effectively, both verbally and written.

  • Ability to establish and maintain effective working relationships.

  • Advanced knowledge of computer applications is desired.

Experience:

  • Eight (8) years or more of related experience, preferably in the electric power or natural gas industry. NOTE : Those with less experience will be hired at the Resource Dispatch Analyst I, II or III job grade level, as appropriate.

Other:

  • Willingness to travel as required. (Must possess a valid driver’s license.)

  • Must be able to demonstrate that he/she can perform all of the essential functions of the position.

DESIRED JOB QUALIFICATIONS

  • Advanced knowledge of computer applications is desired.
