Job Description:

Responsible for overseeing and managing all external funding opportunities including federal and state opportunities, as well as any additional opportunities that may arise at the local level or through other external partners. This position will be responsible for the external funding process every step of the way, while relying on and coordinating with different Tri-State business units for technical guidance. Currently, Tri-State relies on outside grant writing and compliance assistance and this position will serve as the point person for any outside consultancy related to funding opportunities. Additionally, this position will develop a strategy to engage with Tri-State member systems on funding opportunities for their benefit or in partnership with Tri-State. With Tri-State’s additional focus on funding opportunities, there may be future staffing additions to a funding team, which this position would manage. The ideal candidate will have a high-level of organization, meticulous attention to detail, work well in a collaborative and team environment, have project management experience, communicate efficiently and effectively, and be a go-getter.

External Funding Manager

Hiring Salary Range: $110,000-$151,000

Actual compensation offer to candidate may vary outside of the posted hiring salary range based upon work experience, education, and/or skill level.

Responsibilities:

  • Manage all processes related to Tri-State’s pursuit of external funding opportunities.

  • Track and identify potential funding opportunities.

  • Vet potential funding opportunities with appropriate internal departments.

  • Lead process of application writing and review, either in coordination with external consultants or with an internal position, ensuring all aspects of application requirements are met.

  • Lead engagement with agency officials or other external parties in charge of funding opportunity for questions, information, and clarification as needed.

  • Create and keep database of relevant application information for use across Tri-State departments and applications.

  • In the case of being awarded funding, lead efforts and coordination in the post-award negotiation process, including aligning internal needs and engaging with agency or funding staff as assigned.

  • Ensure compliance in all applications and with any post-award requirements, including long-term award compliance.

  • Create strong internal relationships that will be needed to complete award applications and ensure compliance, as well as ensuring your involvement and knowledge of any opportunity Tri-State is pursuing.

  • Report regularly to the Senior Manager, Energy Policy and Federal Affairs on available opportunities, opportunities of interest to Tri-State, current application status, and through any post-award negotiation and compliance.

  • Similarly, to applications, lead efforts on other opportunities for Tri-State to engage on potential funding programs including responding to Requests for Information (RFIs) or other opportunities to provide comment.

  • Because Tri-State is an electric utility with continuous service obligations to its customers, regular, reliable, and predictable performance of the essential functions and responsibilities is an essential function of the job.

  • Because Tri-State has an obligation to provide continuous, reliable electric service to its customers, the ability to work overtime at any time of the day or week is considered an essential function of the job.

OTHER DUTIES AND RESPONSIBILITIES

  • Attend meetings, webinars, conferences, and other opportunities to build relationships that may be helpful in pursuing awards and to gather additional information about potential opportunities. Identify and work with external stakeholders that may provide value in Tri-State’s pursuit of funding opportunities.

  • Perform other related duties as assigned.

Qualifications:

Education and Training

  • Bachelor's degree in public policy, physical or biological sciences, economics, engineering, or related area, or equivalent combination of education and/or experience.

Knowledge, Skills, and Ability:

  • Ability to read and interpret funding program rules and regulations.

  • Previous experience with project management or specific project management training.

  • Previous experience building data bases and tracking projects through Excel or other software.

  • Effective skills in verbal and written communication with Tri-State employees, regulatory agencies, consultants and others in the funding opportunities space.

  • Excellent teamwork abilities, including team development, allowing the individual to work successfully with multidisciplinary staff, contracted resources, and agency partners.

  • Ability to think and plan long-term, seeing long term goals and executing to achieve those goals.

  • Working knowledge of the PC and corresponding business software, including word processing and spreadsheets.

  • Ability to maintain effective working relationships.

Experience:

  • Seven (7) years of professional experience in managing projects and processes.

  • Previous experience in applying for government funding opportunities.

  • Project management experience.

Other:

  • Willingness to travel up to 10 percent of the time on an annual basis. (Must possess a valid driver’s license.)

  • Must be able to demonstrate that he/she can perform all of the essential functions of the position.

  • While rare, this position may require some work on weekends or evening depending on pace at which policy proposals may be moving at the state or federal level.

DESIRED JOB QUALIFICATIONS

  • Previous experience on a successful government funding application

  • Project management certification

  • Experience with electric cooperatives or the utility industry

  • Experience engaging with federal and state agencies
